CITY COUNCIL PUBLIC HEARING

On October 7, 2014, the City Council held a public hearing on an application for a Planned Development, Development Agreement, Development Review, Vesting Parcel Map, Street Vacation (V-409), and Finding of Public Convenience or Necessity for a project at 3401 W. Olive Avenue as well as a Final Environmental Impact Report (FEIR) and Mitigation Monitoring & Reporting Program (MMRP) for the Talaria at Burbank Mixed-Use Project. The project includes building a mixed-use residential and retail development with 241 residential rental units, a 42,950 square foot supermarket, and 760 parking spaces on 3.86 acres of land. The project also involves the vacation of North Avon Street between Alameda Avenue and Olive Avenue, two adjacent alleys, and a public service easement. A portion of the areas to be vacated are also owned in fee by the City and the City Council will consider their sale.
On August 25, 2014, the Burbank Planning Board recommended approval of the project to the City Council, including certification of the FEIR and adoption of the MMRP. On September 9, 2014, the City Council set a hearing date of October 7, 2014 to consider the proposed vacation of the street, alleys, and public service easement.

The City of Burbank held a community meeting to solicit the public's response to the Final EIR for the Talaria Mixed Use Project. An Environmental Impact Report (link below) was prepared in accordance with the California Environmental Quality Act (CEQA).
TALARIA AT BURBANK MIXED-USE PROJECT
In May 2013, a Development Review, Lot Line Adjustment, Parcel Map, and Planned Development application was submitted for a new project that would consist of 241 residential units above a 43,000 square foot grocery store. The site is located at 3401 W. Olive Avenue and encompasses approximately 3.9 acres of land. This project would require a zone change from MDR-4 and MDC-2 to PD and would also require the vacation of Avon Street between Alameda and Olive Avenue as well as an alley.

FINAL ENVIRONMENTAL IMPACT REPORT
The City of Burbank's Planning & Transportation Division has released the Final Environmental Impact Report (FEIR) for the proposed construction of the Talaria at Burbank Mixed-Use Project. The FEIR response to public comments received on the DEIR during the public review period that ended on July 11, 2014. The FEIR and the DEIR together constitute the Final EIR that is being considered.
The focus of the responses to comments is on the adequancy of the environmental analysis presented in the DEIR. Detailed responses are not provided for comments addressing the merits of the proposed project. The FEIR also describes changes made to the DEIR to reflect staff-initiated text changes or in some instances changes made in response to public comments received.
In addition to the electronic versions of the FEIR and DEIR provided here, documents are also available for review at the City of Burbank Community Services Building, 150 North Third Street (Burbank) and all three branches of the Burbank Public Library.
DRAFT ENVIRONMENTAL IMPACT REPORT
The City of Burbank's Planning Division has released the Draft Environmental Impact Report (DEIR) for the proposed construction of the Talaria at Burbank Mixed-Use Project. The 45-day public review period begins on May 27 and ends on July 11, 2014. The documents can be found below. Printed copies of the Draft EIR are also available at the Planning Division counter, the City Clerk's office, and all three branches of the Burbank library.
