Burbank City Council Adopts Amendments to Local Residential Tenant Protections Ordinance
Burbank, CA (March 18, 2025) – On March 11, 2025, the Burbank City Council adopted an ordinance amending Chapter 4 (Residential Tenant Protections) of Title 5 (Police and Public Safety) of the Burbank Municipal Code. The ordinance adds an exemption from the increased relocation assistance payment obligation relating to an owner’s or owner’s relative’s move-in in accordance with California Civil Code section 1946.2(b)(2)(A) and strengthens tenant protections by adding anti-harassment measures that apply to all tenants in the City of Burbank.
This Ordinance amends the residential tenant protections ordinance that was adopted on July 30, 2024 in accordance with Assembly Bill 1482 and Senate Bill 567 to include an exemption relating to an owner’s or owner’s relative’s move-in in accordance with California Civil Code section 1946.2(b)(2)(A), from the obligation to pay increased relocation assistance of three months’ current rent and instead such owner shall pay relocation assistance in an amount equal to no less than one (1) month’s rent as required by California Civil Code section 1946.2(d). Furthermore, the Ordinance amendment imposes anti-harassment measures to protect tenants from harassment for any lawful exercise of their rights. Finally, the Ordinance amendment provides for tenant-initiated enforcement of the anti-retaliation and anti-harassment provisions in the approved Ordinance amendment in a civil court of law.
