News Release: Airport Authority Awards Design-Build Agreement For Replacement Passenger Terminal
Today (December 19, 2022) the Burbank-Glendale-Pasadena Airport Authority (BGPAA) Commission awarded a Design-Build Agreement to the Holder, Pankow, TEC, Joint Venture (HPTJV) for the Replacement Passenger Terminal (RPT) project, also known as “ElevateBUR.” Additionally, the Commission authorized funding for Phase 1 of the project in the amount of $55,000,000 and approved issuance of a Notice to Proceed.
Voters in the City of Burbank approved the RPT project in 2016 by passing Measure B. The BGPAA intends to construct a replacement terminal in the northeast quadrant of Hollywood Burbank Airport. The 355,000 square foot facility will have 14 gates and will resolve long-standing safety and accessibility issues with the current terminal.
“This is a milestone for the City of Burbank,” said President Emily Gabel-Luddy, who is one of Burbank’s three representatives on the BGPAA Commission. “Residents have gone down a very long road for this. We have the best possible team we can on this project.”
The HPTJV team also includes: Corgan (architect), CannonDesign (design subconsultant), and Burns & McDonnell (engineering subconsultant). Holder and Corgan are leading aviation builders and designers in the country with large, complex projects at more than 200 airports across the world. They have completed more than 120 projects together, totaling more than $9.0 billion dollars.
The BGPAA initiated the design-builder procurement process last May with the issuance of a Request for Qualifications. Three teams were short-listed to receive a Request for Proposals and HPTJV was the top ranked “Best Value to Authority” proposer. A detailed description of the submission, evaluation and selection process can be found here.
