The Project includes the new construction of one three-story mixed-used structure containing a total of 23 rental apartment units ranging from 447 to 722 square feet in size, two office suites that total 2,722 square feet, a 563-square foot retail space, a 3,152-square foot medical office suite, and a total of 43 subterranean parking spaces. The project proposes two studio units, 21 one-bedroom units and approximately 5,191 square feet of combined common and private open space. The site will be accessed from a two-way driveway from South Virginia Avenue. 

The Project proposes to utilize the State's Density Bonus Law that allows for increased residential density. Three Very Low-Income residential units are proposed in exchange for a 50 percent increase in density to 41 du/ac (23 units). 

The Project site is approximately 0.55 acre (24,100 square feet). The Project site is located near the intersection of West Olive Avenue and South Virginia Avenue adjacent to a residential neighborhood to the south, a City park (George Izay Park) to the north, and commercial uses to the east and west.

  • On April 30, 2024, the City of Burbank received a Notice of Intent (NOI) to submit an application for a Streamlined Ministerial Approval Process pursuant to Government Code Section 65913.4 to construct three-story mixed-use structure containing a total of 23 rental apartment units ranging from 447 to 722 square feet in size, two offices suites that total 2,722 square feet, a 563-square foot retail space, a 3,152-square foot medical office suite, and a total of a 48 parking spaces - comprised of 39 subterranean spaces and 9 surface spaces. 
Staff is in the process of reviewing the submitted application and has initiated the Tribal consultation process. The application has not been deemed complete and the submitted plan set may be subject to change.
