Lockheed Martin - Soil Vapor Extraction Treatment System Upgrade 

This Project is an amendment of an existing Conditional Use Permit (CUP 94-13), demolish the existing Soil Vapor Extraction (SVE) system and install a new SVE system to reduce volatile organic compounds (VOCs) under the former Lockheed B-1 Plant site and adjacent to the Burbank Empire Center, in accordance with a Source Area Removal Plan (SARP) approved by the Los Angeles Regional Water Quality Control Board (RWQCB) in 2019. The Project includes the following: 
  1. Removal of the existing SVE treatment equipment which operated on the Project site through 2009; 
  2. Installation of a new SVE system at the northeast corner of the Project site; 
  3. Installation of 27 additional SVE wells beneath an existing Burbank Empire Center parking lot within two source areas; 
  4. Installation of an underground piping network to connect the new wells to the new SVE. 
The main Project site, where the new SVE will be constructed, is approximately 1.9 acres in size and located at 1234 North Victory Place (northwest intersection of North Victory Place and the railroad right -of-way) and zoned M-2 (Indsutrail). The existing SVE wells are currently installed; and the proposed 27 new SVE wells will be installed within an existing parking lot area of the adjacent Burbank Empire Center generally located at 1501 North Victory Place, 1800 West Empire Avenue, and 1301 North Victory Place and zoned as PD 97-3. 
The Community Development Department is releasing a Notice of Preparation (NOP) of a Supplemental Environmental Impact Report (SEIR) and hosting a Community EIR Scoping Meeting for the Soil Vapor Extraction (SVE) System Upgrade Project on March 20, 2025 at 6PM. At this scoping meeting, the City will solicit input on the content of a Supplemental Environmental Impact Report (SEIR) that is being prepared for this project. The SEIR will address the source area removal action that is a continuation of a past remediation efforts including the operation of a soil vapor extraction (SVE) treatment system (Original Project) at a portion of the former Lockheed Martin (LM or Applicant) Plant B-1 site, focusing on reducing concentrations of volatile organic compounds (VOCs) within two source areas, per Cleanup and Abatement Order No. 87-161 by the Los Angeles Regional Water Quality Control Board (LARWCQB). Proposed remediation efforts would generally be located at 1234 North Victory Place, 1501 North Victory Place, 1800 West Empire Avenue, and 1301 North Victory Place (Project Site).
