The Project includes the construction of a multi-family residential building with 148 units.
ADDRESS:The Project consists of the demolition of the existing restaurant building and surface parking lot to allow for the construction of a seven-story multi-family residential building with 148 rental units. The Project proposes 100% affordable housing with 83 units designated for extremely low and very-low-income households, and 62 units designated for low-income households. The dwelling units include one-, two-, and three-bedroom units ranging from 450 sq. ft. to 900 sq. ft. in size. The Project site is zoned M-2 (General Industrial) with a Regional Commercial General Plan Land Use Designation.

On June 29, 2021, the Applicant, ABS Properties, Inc., submitted a Notice of Intent (NOI) to Submit a Streamlined Ministerial and Eligibility Checklist application. The applicant submitted a complete application for streamlined ministerial approval processing under SB 35 on April 25, 2022, after the NOI for the Project was deemed complete and the Project was considered eligible for a streamlined ministerial processing. The Community Development Director reviewed the application and related documents and determined the SB35 application for the Project to be consistent with the objective general plan and zoning standards as well as objective design review standards.
The Burbank City Council considered the Community Development Director’s Determination of the Project’s consistency with the objective general plan and zoning standards as well as objective design review standards on November 1, 2022. After discussion and deliberation on the Project, the City Council approved the Project subject to compliance with the City’ objective general plan and zoning standards, objective design review standards, and Project specific Conditions of Approval.
The Building Permits for the project were issued in March of 2023.
