Density Bonus and Inclusionary Housing Updates

PROJECT BACKGROUND

The City of Burbank’s 2021-2029 Housing Element sets forth 27 Programs to address the community’s identified housing needs and implement the City’s housing-related goals and objectives. Specifically, Programs 10 and 11 call for City staff to update the City’s existing Inclusionary Housing Ordinance and Density Bonus Ordinances. As part of this effort,  City staff were also tasked to evaluate the potential costs and benefits of workforce programs, including requirements for prevailing wage, local hire, skilled and trained workforce, and apprenticeship programs on new housing development.

City staff undertook this effort starting in December of 2022 and obtained the services of a qualified City consultant with expertise in this topic, to research and prepare this analysis. This exercise is being undertaken primarily to inform future decisions related to the City’s policy related to housing policy. The discussion is also timely as the City looks for ways to incentivize affordable housing production and considers different options for fulfilling the State’s Regional housing Need Assessment (RHNA) allocation for Burbank, which requires that the City construct 8,772 housing units, 3,971 for lower-income households by 2029.

  • Stakeholder Meeting: Monday, December 19, 2022 - The City's consultant and City of Burbank staff conducted a roundtable of developers, Burbank property owners, and union representatives to discuss perceptions about workforce policies/programs including prevailing wages, STW, Apprenticeship programs, and Local Hire requirements.   Participants provided their experience with different programs and made high level recommendations.

  • Virtual Informational Community Meeting: Thursday, June 6, 2024: - The City’s Community Development Department held a Virtual Informational Community Meeting to go over the impacts and benefits of implementing Construction Workforce Programs/Policies including Prevailing Wage, Skilled/Trained Workforce, Local Hire, and Apprenticeship Programs for housing developments.
