Section 8

The Housing Choice Voucher Program (HCV), also known as Section 8, is the federal government's major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market.

A housing subsidy is paid to the landlord directly by the Public Housing Agency (PHA) on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program.

The Program is responsible for over 1,000 Section 8 Vouchers for households whose incomes fall below 50% of the median household income in Los Angeles County. For additional information on the Program please call (818) 238-5160.

                                  SECTION 8 PROJECT-BASED VOUCHER PROGRAM (PBV)

 
  • The Burbank Housing Authority is inviting owners and developers of multi-family rental projects in the City of Burbank to submit proposals for participation in the Section 8 Project Based Voucher Program (PBV). PBV assistance is available for up to 20 units under this RFP. Applications will be accepted for substantial rehabilitation or new construction units. 

  • A housing unit will be considered a new construction unit if construction has not started at the time of BHA selection and will not start until all post-selection requirements are met. A substantial rehabilitation will be an extensive structural repair or extensive remodeling and requires a building, electrical, plumbing, or mechanical permit for the tenant's dwelling unit at issue. All financing of project costs and operating expenses will be the responsibility of the owner.

    Provides long-term rental assistance and supportive services to individuals and families with chronic illnesses, disabilities, mental health issues, or substance use disorders who have experienced long-term or repeated homelessness. 
  • Emergency Housing Vouchers Program (EHV)

    The Emergency Housing Vouchers program is launching in the Los Angeles region. Vouchers will be prioritized by the LA Coordinated Entry System, initially referring participants who are homeless, recently homeless, or fleeing domestic violence, dating violence, sexual assault, or human trafficking, as defined by the US Department of Housing and Urban Development and Los Angeles' Coordinated Entry System Policy Council. It is likely that most people eligible for this resource are already connected to the Coordinated Entry System and will be referred by case managers assigned to provide client housing support and connection. If, however, you think you are eligible for the program (please see the CES Interim Policy on Emergency Housing Voucher priority populations), please contact a Coordinated Entry System Access Center in your region. Please note that connection to the Coordinated Entry System does not guarantee your eligibility or prioritization for housing or rental subsidy support.
