PRICE GOUGING

Please be advised, the City has begun to receive complaints and concerns regarding price gouging, specifically rental rate gouging, since the ongoing natural disasters began Tuesday within the region. The Governor’s January 7, 2025 Emergency Declaration makes it unlawful for any seller to increase the cost of essential consumer goods or services (more than 10%) during an emergency or disaster pursuant to Penal Code section 396. This includes hotel rates and any property owner/agent who unlawfully raises rents more than 10% above prices advertised before the declaration. Any violation of Penal Code section 396 is a misdemeanor punishable by imprisonment in county jail for a period not exceeding one year, a fine of not more than ten thousand dollars ($10,000), or by both fine and imprisonment.

Any such excessive increases are illegal and should be reported to the Los Angeles Department of Consumer and Business Affairs, the Attorney General’s Office, and the Burbank Police Department. Any such reports to the Burbank Police Department should be made in person. The City Attorney’s Office is prepared to fully prosecute any such crimes and hold violators accountable.

PUBLIC NOTICE:  REPLACEMENT HOUSING PLAN FOR 2321-2335 N. FAIRVIEW STREET
A Replacement Housing Plan has prepared in anticipation of the Burbank Housing Authority considering for approval an Affordable Housing Loan Agreement between the Burbank Housing Authority and the Burbank Housing Corporation for the proposed development of 60 new affordable housing units at 2321 – 2335 N. Fairview Street later this year.  California Redevelopment Law stipulates that a redevelopment agency is to adopt a Replacement Housing Plan prior to entering into an agreement that would lead to the destruction or removal of residential units from the low- and moderate-income housing market.  A replacement plan identifies the effects that a development project will have on the local jurisdiction’s low and moderate-income housing supply and the measures that a Housing Authority will undertake to provide comparable replacement housing. 

The Burbank Housing Authority will consider the adoption of a Replacement Housing Plan for the properties at 2321 – 2335 North Fairview Street at the following regular meeting of the Burbank Housing Authority:

A copy of the Replacement Housing Plan can be viewed here.  Written comments must be received by the Burbank Housing Authority at the following address on or before January 28, 2025:  Burbank Housing Authority , 150 N. Third Street, Burbank, CA 91510, Attention:  Maribel Leyland, Housing Authority Manager and can be emailed to [email protected].

Or provided at the Burbank Housing Authority meeting on Tuesday, January 28, 2025 at 6:00 p.m.  The City Council meeting will be held in the City Council Chambers in City Hall at 275 E. Olive Avenue in Burbank. The meeting agenda and the Project’s staff report will be posted online prior to the meeting date at  https://www.burbankca.gov/web/city-clerks-office/meeting-agendas-and-minutes.
