2021-2029 Housing Element
The Housing Element of the General Plan is a State-mandated policy document that identifies Burbank’s existing and future housing needs and establishes clear goals to inform future housing decisions. The City’s Housing Element provides goals, policies, and programs to:
- Conserve and improve existing housing
- Provide sites for a variety of housing types
- Assist in the provision of affordable housing
- Identify and removing governmental constraints to housing development
- Promote equal housing opportunities
The Housing Element of the Burbank2035 General Plan is required to be updated and certified by the California Department of Housing and Community Development (HCD) every 8 years. On September 27, 2022, the City adopted Housing Element for the 2021-2029 sixth cycle planning period. Further, on October 7, 2022, the City received letter of compliance from the HCD certifying that the adopted Housing Element was in full compliance with State Housing Element Law.
